(Korean) Mark incompletely translated pages as outdated
Add 'mindelta="-1"' to the incompletely translated pages (total 296), so a
banner about outdated translation is shown. And add a comment line saying
'Incomplete translation: Remove above mindelta="-1" after finishing'.
