Add 2019 folder for partners section (English). This is copying the 2018 folder and adjusting 18 -> 19 in Makefile, index.wml, partners.wml (no changes, for now, in partners program conditions nor the list of partners since December 2018)

+  <li> assist or lead efforts to port and maintain Debian packages

+  <li> provide free or reduced cost technical service or consulting to Debian
