Big clean-up of quotes: `` and '' are magic in LaTeX, but not in HTML. And
` is not a quote character at all, and definitely not the opposite of '. Replaced all occurrances of `` with &ldquo; and '' with &rdquo;, which is the proper (American) English style for writing quotes.
