Simplify the instructions for installing and starting reportbug
The existing instructions are not clear to inexperienced users.
Mention that reportbug is installed by default.
Replace install command with suggestion to use the package manager
that is installed, since there are a few different ways to gain root
and many different package managers and it is not the place of this
page to explain how to install packages on Debian.
Mention how to run reportbug from the menu before mentioning the
command-line since users use menus more than the command-line.
Remove shell prompt to avoid confusing people with weird characters.
