Switch upstream to htop-dev
Hisham Muhammad, the original author, has not maintained htop since
Feb 2019 and many tries to contact him have failed:
https://github.com/hishamhm/htop/issues/992
A new group of developers has - reluctantly - formed to take over the
upstream development. Debian is switching to this upstream.
