config.json: Drop stretch as supported release
This moves effectively buster to the LTS team via the supported releases
moving and ends support for stretch LTS.
Debian buster will remain in the hands of the Security Team until
August.
This is basically though not a problem as it affects only LTS triage
scripts like bin/lts-cve-triage.py and the LTS team will make clear that
buster is not LTS until the handover around August (excate date is still
to be defined).
